OPEN PHOTOSHOP ELEMENTS

OPEN A PICTURES
Open any picture that might look better if enclosed by a frame.
ADD FIRST FRAME ELEMENT
Select Image + Resize + Canvas Size > change the Width and Height units
to Percent > type in 3 for both > set Color to Black > click OK.
ADD SECOND FRAME ELEMENT
Select Image + Resize + Canvas Size > change the Width and Height units
to Percent > type in 1 for both > set Color to Other > click a dominant
color on the picture > click OK > click OK.
ADD THIRD FRAME ELEMENT
Select Image + Resize + Canvas Size > change the Width and Height units
to Percent > type in 4 for both > set Color to Black > click OK.
CONCLUSION
You may substitute another color in place of black such as a color
picked from the picture or the optional white or gray. The percentage
settings can be changed but the 3,1,4 seem to work best for most pictures.
